Reworked Return by Death

- Return by Death is now acquirable in survival only to a single player (Can still grant multiple with commands)

- The first player to encounter the Satella NPC will be granted Return by Death, Satella NPC is found within forest biomes.

- Changed command to grant RBD, "/rezero authority (player) returnbydeath (true/false)"
