What's new

- Improved the fallback plan for guaranteed structures so if a structure cannot generate naturally within its configured percentage, it'll select an alternative location and relax certain biome restrictions to allow it to generate.

- The /locate command now recognizes structures that have a guaranteed policy and will accept the location said policy has chosen

- Added Explorer's Compass support for guaranteed policy structures that end up needing the fallback plan
