Global Chatter adds an internal netty server that can communicate with your other minecraft servers, you pick the server that you want to "host" on, and all your other servers become listeners.
To configure the mod, in your startup script you can include some args
-Dglbl.chatter.is_hosting=true Add this to your script if you want a particular server to be a host for chat
-Dglbl.chatter.ip= defaults to 127.0.0.1
-Dglbl.chatter.port= defaults to 8192
