Added config option for Strict Quantity
- Upgrading items requires the exact amount of a material
Upgrade Option searching revised to loop through all available options given the input, instead of selecting just the first found option.
* This should fix upgrades that are read first but unable to be performed from preventing other working upgrades that are read later
