This mod makes it so that fire resistance actually can have different tiers now, with each tier reducing a percentage of damage done, instead of flat immunity even at level I. There are config options for setting number of tiers, as well as customizing tier given by vanilla potions.
Might not work 100% correct with all modded mobs, but definitely works with players.
