Faster Skeletons

Makes skeletons fire faster the closer their target is to them just like in Bedrock Edition or pre-1.9 Java. 

Before the Combat update, skeletons used to shoot twice as fast when their target is less than 8 blocks away from them, and 50% slower when more than 15 blocks. Now, they are fixed to 1 arrow every 3 seconds (2 seconds on hard). This mod reintroduces that in combination with modern skeleton AI.

Simply put, we now have skeletons that move around like crazy while also firing extremely fast to counter players that are too close.
