Shows A Fake Customisable Fps Counter... it can also be real if you want it to be.

Description
Allows You To Set a fake fps count where ever you want on your screen. By defult the counter shows in the top right of your screen and is rgb. You can also change how much it changes by randomly every *second*, set it to 0 to make it not change.
**Note: this doesn't actually change your fps, its just for looks**
