changed creation method

now scans block ids between 1 and a set able number defaulting at 3000 exclusive
and creates a fence, fence gate, wall, slab and stairs for every full cube block it finds
generated block ids start at the starting number.

This version generates decorative blocks for blocks in other mods
(I can not guarantee this mod will function with any specific mod)

Caveats

most blocks loose functionality and
certain blocks are accepted to make decorative blocks when they shouldn't AKA the cake block
block names are not quite functional when it comes to blocks with sub blocks
