+Added a new circuit type, the 'modulo' circuit

*Increased the default wireless redstone range from 16 blocks to 32. It is still a config option.
*Fixed a visual bug of constant circuits not displaying the correct output above them when a circuit wrench is held after relogging.
*Fixed wireless transmitters ignoring some block updates.

*Fixed an issue where junction circuits could act like wires after reloading the chunk

*Fixed an issue where 3 circuit types (less, more, equals) would forget their outputs after re-loading the chunk
