Added Effects: 

Horde Fear

Monarch of the Eternal Army

Changes:

Maggot Burst Spawns less maggots now

Arm of Decay's passive now requires user to be under 'Lord of Decay' effect to use at full strength

Summon Skulls and Skull Mass' Spell Power now scale with summon damage

Added 'High Tier Summon' tag, which makes stronger summons immune to counterspell, taking damage instead
