What's new

### New
- `/enderman set held-block <auto-clear|alert|off>` command to control how stuck, block-holding endermen are handled.
- Fabric: new "Stuck Holders" control (with tooltips) in the Mod Menu config screen.

### Fixed
- Held-block handling now applies immediately when you re-enable the mod or change the handling mode, instead of waiting up to 2 minutes.
- Paper: denied pickups/placements, held-block alerts, and clears are now announced in chat, not just the server log — matching Fabric.
- Fabric: fixed the mod failing to load on a real server due to a missing dependency.
- Cleaned up inconsistent text casing in commands and menus.

- Verified on both platforms via in-game chat commands and server console commands.
