Enchantments-Plus [Fabric]

- Update to 1.21.9
- Make cloth config optional for clients, default enchantments to enabled when it is absent
- Sync server settings to clients and apply them to enchantment effects and selection
- Improve enchantments enabled logic, look at server config rather than clients when on server
- Improve hiker logic
- Update mod menu instructions, installation instructions, translations
- Add per enchantment maximum levels from 1 to 99
- Apply configured limits during server loading
- Redo config screen, add groups
- Update translations and document configuration behavior
