Backported 1.2.0 to Minecraft 1.19.2

Release notes for v1.2.0:

• Life Steal now heals based on target's remaining health, so that you can't spam attack and heal the same amount each time
• Sniper now has a maximum upper damage ceiling, so that it can't one shot strong mobs like Iron Golems and Ravagers
• Lunar Sight, Hiker, Excavator, Moon Walker apply to any living entity rather than players (this means increased compatibility with mods like Shiny Horses, where the enchantments can work with horse armor)
