Enchanting Table - Chiseled Bookshelf Buff

Added a brand new command that allows probabilities adjustments and excluded & exclusive enchantmetns to be added an removed.

- ReloadConfig justs simply reload everything in case of critical error.

- Test config shows the current config probabilities, excluded and exclusive enchantments.

- Setboost allows for probability boosts to be adjusted. It requires the enchantment max level and then probabilities written as a float. The enchantment max level adjusts the probability for all enchantments of that max level. (If you increase enchantments of max level II it affects fire aspect, knocback,...).

- Addind or removing excluded enchantments allows for specific enchantments to not be afected at all. (Default Soul Speed, Wind Bursst, Swift Sneek)

- Adding or removing exclusive enchantments allows for non obtainable enchanments to appear in the enchanting table. (The functionality does not work at the moment as I have hard times working with the mixins but will come at a later point. So you can disregard this command and functionality for now).
