A big old update

+ Added new config:
   + Different display options for the Obsidian Burnisher tooltips
   + A whitelist for the Chiseld Bookshelf based on item names
   + Adjsuting the distance the Pondering Orb operates from
   + Toggling if the Pondering Orb needs to be looked at to gain experience
     ~ When disabled, Pondering Orbs grant free experience when in range
+ Added a display of the enchantment stored in an Arcane Brazier when looking at it
+ Added Shift-Clicking Lapis Runes into the correct slot using the Enchantment Table Mixin
+ Added JEI Information on most items
+ Added a Tooltip to the Lapis Runes
    ~ This was honestly an oversight, lol

+ Increased the quantity of all Lapis Rune recipe results to 3 (was 1)
  ~ The recipe is already expensive, and Players are usually seeking the highest level enchantment available from the Enchanting Table anyway, so this is convenience
+ Adjusted Enchanted Runes to operate on ANY enchantable item type in the enchantment table
    ~ There was no real reason they were locked to books before, I thought it would be redundant for items to work with it. But the customizability of runes makes this better to leave open for users
+ Improved the consistency of the Arcane Brazier
+ Reworked many config options to reload when changed in-game
- Removed an additional line in the Enchanted Inkwell description when there is no enchantments on it

+ Fixed Arcane Braziers filtering nearby enchantment tables when extinguished
+ Fixed items being deleted when being removed from a Chiseled Bookshelf when the player's inventory is full
+ Fixed the Pondering Orb checking total experince insead of levels when calculating costs
+ Fixed the Enchanted 8 Ball senting two messages every interaction
+ Fixed Extracting Book entire stacks being deleted if more than 1 is in the Anvil when used
+ Updated version info to 1.1.0
