The project was moved to two mods: ENCHANT MOD, ENCHANT MOD EXTRA
This mod add new enchants, new block and new dimensions. The portal is created like a portal to nether only that from the block enchant dirt. It is fired up by the Magic Enchanted Stick. All recipes on JEI mod.
