Elytra Boost Blocker

Disables elytra rocket boosting. Makes Elytra identical to it's pre-1.11.1 form.
This was made in 5 minutes by me to disable Elytra boosting in my server. I simply did not want players to cheese going around the entire world without using, but more importantly building roads and other forms of transportation builds.
