1.11.0 - Pudge Dismember Empty-Click Crash Fix

• Check interaction cancelability before blocking Dismembered players, preventing client crashes when left- or right-clicking empty space.
• Preserve cancellation of item, block, and entity interactions while restrained; unaffected players retain normal interactions.
• Add dedicated-server coverage for seven interaction types with and without restraint, and client event-bus regression checks for empty clicks and item use.
• Pudge damage, cooldowns, and restraint mechanics are unchanged; Axe remains removed.
