Dispenser Crash Fix

Fixes vanilla bug where a dispenser with flint and steel facing down next to obsidian crashes the game.

This mod fixes a vanilla bug where a downwards facing dispenser attempting to create a nether portal on the side of obsidian crashes the server.
With this fix the dispenser will instead fail to do anything. This mod is serverside only
