Decembers KMW/MTS/IV addon

This is an addon for KMW (Kaminari Motor Works) and requires IV to function. It adds many new varents to the cars of KMW and new plates such as

-california (normal and exempt plates)

-nevada plates

-utah plates

-LVMPD police car

-Nevada highway patrol car

-Utah highway patrol car

-Pepis truck
