Dark Mode Everywhere uses the built in 1.18 Minecraft shaders to transform any GUI texture into a Dark Mode. Thanks to the shaders it will work in any GUI in the game, it will also try to modify the text color is its not hard to read in dark mode. Please report any visual issues so I can fix it.
The mod currently provides with 3 dark modes to suit your needs that can be easily changed by clicking on the button on the bottom left:
You can have the possibilty if adding new GUI shaders by modifying the "darkmodeeverywhereshaders.json" and using a Resource Loader mod or a Resource Pack.
Visual issue -- any dark mode makes the black pixels around your experience level white, making it hard to read and annoying to look at. Probably fixable, but I don't know how.

(I have smoother font from VanillaTweaks in these pictures, but it applies to no texture pack as well.)
Maybe make a setting to not change the hotbar? I don't know if that's possible, but it's currently annoying.

I love this idea, but it makes other UI elements dark too, like health/hunger/etc. Is there a way for just the white parts of the UI to be darkened?

Why is this a mod instead of a resource pack?

It's a mod because it darkens GUIs with a shader. If you would want that with a resource pack, you would have to darken each GUI manually and ship it. Making it a mod also makes it support modded GUIs and not only vanilla ones. Using the same shader effect is not possible without it being a mod.
There are plenty of dark GUI resource packs out there if that's what you are searching for.

Core shaders are usable in resource packs, so it should be possible in a resource pack.

You're correct; it is possible via RP by modifying position_tex.fsh. Easier said than done for the average user, though. :P
i think you should add a way to make it so that you can turn its effects off on individual guis because as some have said it looks bad on some guis (mainly books and maps from other mods)

I like it but some of the GUIs look really bad with it, mainly the ones that already have a custom color (books, JourneyMap, the exp bar)
I like this, but wish it didn't darken the book GUI.

Just out of curiosity, is there any chance to use this as a resourcepack so it can run under just vanilla, without any mods?

I was mainly asking for my friend about total vanilla, I personally use some mods that use a few guis but on Fabric and I don't wanna beg for a port.
