Shifter jumping, handcuffs and more

Added:

- Added Shifter jumping to all shifters except colossal
- Added falling impacts to shifters
- Added Handcuffs to restrain villagers/players (Crouch right click a cuffed player/villager to pick them up)
- Added Combat log mechanic where if you leave after your titan is defeated a villager with your power will spawn at your logout spot and you will lose your power, same if cuffed
- Added Gamerule allowCuffing to disable cuffing
- Added smooth terrain movement for shifters so they no longer get stuck on blocks
- Increased number of Titans that spawn
- Revamped Shifter system so only one player can have a certain shifter
