Cyclic Player Launcher

Adds the Player Launcher item from Cyclic 1.12 to 1.21.1

I just wanted this item in 1.21.1 since that's what I've been playing.

 

This was built from the source code for the original item from the 1.12 branch updated to work in 1.21.1

 

I don't plan on keeping up on this project, feel free to create your own fork for future releases.
