Adds A whole bunch of new binding vows as well as per technique vow and quick vows.
Binding Vows: Simple Binding vow that all can use
Technique Vows: Per Technique vows, that can only used by that technique
Quick Vows: Temporary Vows Used During Combat

There are Technique Vows For all base mod techniques as well as for 2 addons ( at this very moment )

When equipping technique vow, you can only have 1 ( so 1 technique and you can use a simple binding vow)
