Creative Tab Layouts (CTL)

Additions

• Added a new semantic plugin identification system with NATIVE, PRESET, and COMPAT plugin types, providers, targets, and unique IDs.
• Added built-in PRESET integrations for Create, Cataclysm, and Astral Sorcery (automatically skipped when the target mod provides its own NATIVE CTL integration).
• Added a cleaner public API for querying resolved CTL layouts and rendering CTL visuals.
• Added access to the CTL configuration screen from the survival inventory.

Changes

• Deprecated the previous plugin UID system in preparation for its removal in 2.0.0.
• Deprecated CtlApiExtensions in favor of the new structured API.
• Removed configuration state access from the new public API.
• Removed unused page-ordering infrastructure and simplified page ordering to priority followed by registration order.
• Removed the redundant CtlVanillaTabs wrapper and now use vanilla creative tab keys directly.
• Improved fallback handling so all unassigned items, including vanilla items, are preserved.
• Reorganized and cleaned up internal code and package structure.
