Iron's Spells 'N Spellbooks: Create Additions

This mod seeks to bridge ISS and Create by creating spells that directly interact with create processes as well as adding create functionality to certain spells.

What's new
Added three new blocks powered by Create rotation:
- Mechanical Focus: Reduces spell casting time for nearby players. Accepts power from shafts or adjacent cogwheels.
- Arcane Amplifier: Increases spell power for nearby players.
- Arcane Conduit: Boosts mana regeneration for nearby players.
All three affect players within an 8-block radius by default. Higher RPM increases their bonuses, and active machines display a purple ISS spell circle marking their range.
