Makes Create Picky Wheels windmills respond to TerraFirmaCraft climate wind
Create PickyWheels TFC Wind adds a small compatibility layer between Create Picky Wheels and TerraFirmaCraft.
Instead of relying only on static placement rules, Create windmills can now scale their Picky Wheels wind bonus from the local TerraFirmaCraft climate wind. Stronger wind increases the windmill bonus, calm weather reduces it, and values are rounded to clean 0.25x steps for readable gameplay feedback.
The mod also adds a goggles tooltip showing the current TFC wind state, raw wind strength, and applied multiplier.
