Allow the player to have some cogs, a wrench, a pair of goggles, a red card*, a bank terminal* and a vendor* by using the /starter_kit, that can only be used once ! *only in 1.21.1 versions

It's my first mod i chose to publish, and it will receive updates every month i hope...
So, this mod introduces the /starter_kit command, that can be used once, that give the player the basics to start with the create mod :
Some cogs from numismatics (configurable in the CNSP 1.21.1_configurable by using the /gamerule starterKitCogNumber <number>), a wrench, a pair of goggles, a red card*, a bank terminal* and a vendor* by using the /starter_kit, that can only be used once !
*only in 1.21.1 versions
