Create: Coaster Seat

・Fixed an issue where Shift-right-clicking with an empty hand would cause the player to sit on the coaster seat.

・Fixed an issue where Shift-right-clicking with a wrench had no effect on the coaster seat; it now rotates the seat as intended.

・Dye is no longer consumed when dyeing coaster seats.

・Lowered the minimum required NeoForge version.
