Bump mod_version to 1.3.0

New feature: Selfie mode

• Sneak/F5 into a dedicated selfie camera view: the phone extends on a selfie stick, the arm and head visibly pose and track the shot, and the camera frames it - full parity between NeoForge and Fabric, on both actively maintained Minecraft targets (1.21.1 and 26.1).
• Mouse-driven stick angle (drag to reframe), and entering selfie mode now starts the stick angled at whatever direction you were already looking, instead of a fixed default.
• Correct item model swap while framing (own-view vs. what other players see) and the HUD (hotbar, crosshair, etc.) is hidden during capture on every target, including the newer 26.x HUD layer API.

Photo quality

• Full-size photos default to 1024px on the longer side (was a fixed 512px) - and it's now configurable: photoFullMaxDimension and its matching server-side upload ceiling photoFullMaxUploadBytes, same config pattern as every other capacity/quality setting.

Fixes

• Removed a spurious NeoForge warning popup at launch on 26.x (a leftover @OnlyIn annotation with zero actual effect on that version, but whose mere presence in the jar triggered NeoForge's own warning screen for every player).

Maintenance status

• NeoForge 1.21.10 joins 1.20.4 as frozen/unmaintained indefinitely. Only NeoForge/Fabric 1.21.1 and NeoForge/Fabric 26.1 get new features and fixes going forward - see the new maintenance-status table in the README.
