Improved Legal Wording to better comply with the Updated Mexican Data Protection Laws for log and report sharing option

Added Global Config which is in the home directory, it already existed for languages but is now more consolidated and used for more things and sensitive things related to data privacy/log analyser and the handoff between processes as well as the dev console being enabled which modpack devs will not be able to change, only the end user can change these things.
