command wands

a simple server mod for admins to give players any item and when used it will run a command modded or vanilla 
Usage: /commandwand <item> <json>
json options: {"command":"<command>", "cooldown":<ticks>}
examples:
/commandwand minecraft:stick {"command":"say Hello World!", "cooldown":100}
or  
/commandwand minecraft:stone {"command":"time set day"}
