Cohesion - Mining Level Modifier

Allows you to customize the mining levels of pickaxes and blocks.
Lots of mods add pickaxes, but they aren't any better than what's available in vanilla. Netherite can't mine anything diamond can't. Mods may add thousands of new blocks, but they all yield to a diamond pickaxe. Not anymore!
Cohesion is a simple, lightweight mod that allows you to customize the mining level/tier of both pickaxes and blocks. Make all your disjointed mods work together! (Hence the name)
Do you want Golden pickaxes to be their own tier?
Do you want Netherrack, and the Nether by extension, to not feel like it's made of paper?
Do you want another totally nonspecific mod's mysterious ores to be actually worth obtaining?
Do you want to make progression actually longer, not just slower?
Do you want to make certain blocks unobtainable until later in the game?
Frankly I'm amazed I couldn't find a mod that did this out there, at least for modern versions of Minecraft. Seems like one of the first things mods would start tampering with.
Works with modded pickaxes and blocks!
This project may expand to other item/block attributes, but I don't want to duplicate the features of other mods like Custom Item Attributes or Item Obliterator.
