Cogs and Quests Compatibility

Initial CurseForge release of the compatibility component used by Cogs and Quests. Includes NTGL loading and client-projectile fixes, Garnished JEI freezing recipes, JEI shutdown handling, Veil shader fixes, Jupiter numeric-setting handling, and Potions Master recipe-condition handling. Version 1.0.9 adds the Sodium Extra FogRenderer access transformer and removes the obsolete TFMG potion-subtype patch for the published Community Edition build. Java sources are included in the JAR.
