Adds a Rust or Ark-like claim block that allows you to have a team, restrict non-members from modifying the claim, and costs cobblestone.

What's new
-Chests and barrels can no longer be opened in other player's territory (or any block in cobbled_claims:prevent_looting_containers)
-Added a new command /claimrules. You can use this to adjust what is restricted in claims, the radius of the claim, and the upkeep time.
-Only team captains can add or remove players from their claim/team. The original placer of the claim is given this role, but they can simply pass it to another player on the team via the claim block GUI.
-Team members can still add gold for upkeep.
