[Cobblemon] Cobble Announce

The new and improved version!

- Added options to edit messages for the each type of spawn; shiny, legendary, both, and normal list.


- Allowed for tags to be used in these messages. These are as follows:

[color="color"] The colored Text [/color] - Changes the color of the section inside of the tags.

[player] - name of the player the legendary spawned near

[type] - the type of spawn it is, Shiny, Legendary, ect.

[coords] - the coords of the spawned in pokemon, as X, Y, Z

[x] [y] [z] - Any of these tags refer to the coords individual value, [x] being the X value, [y] being the Y value, [z] being the Z value

- Added a sound to play if the player is near the Pokemon. It defaults to the cry, but can be changed to be turned off, or to any Minecraft sound, or the PC sound as well.
