What's new

-added a config option for increasing transparency for individual layers (credit to noelledotjpg for the code)

-lowered the default cloud layer count to 2

-changed the cloud spacing config to be handled per-layer

-added a config option for making certain cloud layers flat

-fixed cloud colors not updating properly during sunset/sunrise

-fixed cloud layers failing to render for some time after changing the config
