As of February 27, 2022 that is not true. Grondag is not continuing support for the clear skies fabric version due to... its best for them to use their words...

This mod concept is the only thing separating a good skybox from a bad one, having said that I don't know why people still use fog in the game its really not visually appealing. removing it is better but without clear skies... you get the point.
@Jarlish any thoughts on making a fabric 1.18.2+ version?
