Introduces two covers to GregTech: CEu Modern that grant a single-block machine cleanroom access

What's new
- Now supports GregTech CEu Modern 7.0.0+ (built and tested against 7.5.3). The previous dependency range allowed versions the mod didn't actually support.
- Item tooltips: each cover now shows what it grants, matching the style of GregTech's cleaning maintenance hatches
- Placement hints: if a cover can't be attached, a message now appears above your hotbar explaining why, instead of nothing happening:
- Can only be placed on single-block machines
- This machine can't use a cleanroom
- This machine already has a cleanroom cover
