Allows minecarts to load chunks they move into

Warning: Do not use these as chunk loaders, as this can cause severe lag. Only have minecarts moving when necessary.

Cartloaders is a mod that allows any minecart* to load chunks it enters in an attempt to be more useful.

*Mod support: Anything extending AbstractMinecartEntity that calls tick()
