BRK: Potions utilities now assume mob-effect tags (no longer looks for Potion tags)
BRK: Any tag 'xxx' (enchantment, mob effect, etc.) that has a vanilla entry, we assume is in tag 'minecraft:xxx' NOT 'forge:xxx'
FIX: Add support for game events where appropriate (see individual dependent-mod for details)
