Fixes bugs and polishes some stuff in the mod

- Gives Building I instead of X when brewing an Awkward Potion with Phosphophyllite Dust
- Potions of Building can be brewed with Phosphophyllite Dust again to increase its level up to level X
- Phosphophyllite Ores now only spawn in Ocean biomes
- Changed Building effect color
- Fixed players losing their extra range from the Building effect whenever they logged out and in
- Gravel Phosphophyllite Ore now has gravity
- Every Phosphophyllite Ore now drops XP when mined
- Phosphophyllite Ores can now be smelted into a single Phosphophyllite Dust
- Building now has an icon
- Several items have received tags
