New Commands

/borderxp set xp-loss-enchant <true|false>
Controls whether enchanting consumes XP and can reduce the BorderXP progression.

/borderxp set xp-loss-anvil <true|false>
Controls whether using an anvil consumes XP and can reduce the BorderXP progression.

/borderxp set xp-free-spend-reset-progress <true|false>
When XP spending is disabled, optionally resets the current XP progress bar while keeping the player's level.
