Behold the Enchanting Inscriber!
The inscriber allows you to take your existing enchanted books and apply them to items without consuming the book. Simply place chiseled bookshelves around your inscriber and fill them with enchantments!

Cost Calculation
Enchantment cost is calculated as:
x = Enchant level | n = # of ingredient slots filled
f(x,n) = 7 + x^(3) * ln(2.7 - 0.4n)

TL;DR enchanting is EXPENSIVE, but using more ingredients yields increasingly better discounts
Here is a table and graph of the XP cost growth for enchantment levels 1-5 and used ingredients 0-4
