format for blocks are blockid:damagevalue

example config section:

if those where in the config  you would not be able dig up dirt or podzol or cobblestone

I shouldn't have to tell you that NEI is required to get those ids and damage values, but I just did.

Currently does not do NBT values (tile entities).
