Block Blocker

Added config option to prevent block interaction. Again to counteract a bug in IceandFire where fairy homes can be shift-righclicked with an empty hand to duplicate them. The homes are a fuel source. So it's easy infinite fuel. Bot not with this mod! You can still pick them up but you can't place them and therefore they won't duplicate.
