Fixed animation keyframes being read in file order instead of time order, which froze clips whose keyframes were exported out of chronological sequence
Fixed animations reporting as playing while the model stayed still, caused by the same out-of-order timeline

Added an opt-in flag marking an action whose plan may be displaced by a competing plan that needs the same action masks
Added a plan resolver rule that displaces an active plan only when every action in it is interruptible and the incoming plan is not
