Replaces /help with a clearer, interactable, paginated list. Adds descriptions for commands and arguments, plus optional metadata from other mods.

- Prefer the mod's display name over its id in "from mod" attribution
- Show aliases as
(+N)with a hover in/helpand as a full list in/help <command...> - Hide aliases from
/helpcommand list (don't show them as individual commands) - Fix arguments being ignored when using
/helpon an alias (/help alias arg1 arg2 ...) - Attribute mod when any description key exists for a command (before this it was necessary to have a description for the command itself, now having description for at least one argument for that command is enough for mod to get attribution)
