Allow books in a chiseled bookshelf to improve enchantment application

The vanilla chiseled bookshelf can contain books but has no effect on enchanting tables.

This mod makes a chiseled bookshelf affect enchanting tables.

An enchanted book in the chiseled bookshelf can provide 1 enchantment level,

while other books can provide 0.66 (vanilla bookshelf behavior).
