Adds a command to adjust bell range and introduces proper volume fall off.

Adds a command to adjust bell range and introduces proper volume fall off.

/bellbounds x y z get
to see the current range
/bellbounds x y z reset
to set back to the default which is 32
/bellbounds x y z set <radius>
to set the maximum distance in blocks the sound will reach from the bell
